Disability Certification for Hearing Impairment

The process of obtaining a disability certificate for hearing impairment is a significant step for individuals with disabilities. The issuance of these certificates is now conducted online, ensuring prompt access to government facilities without unnecessary delays.

The Unique ID for Persons with Disabilities (UDID) initiative by the government aims to create a comprehensive database of individuals with disabilities (Divyangjan) across the country. This database will facilitate their inclusion in various government schemes and programs, ensuring they receive the necessary support.

Effective June 1, 2021, disability certificate for hearing impairments will only be issued online through the UDID portal. Handwritten certificates will no longer be provided by government offices. This directive, issued by the Department of Empowerment of Persons with Disabilities under the Government of India, mandates all states to comply with this new procedure.

A rule established on May 15, 2017, empowers the central government to set a date for mandatory online issuance of disability certificate for hearing impairments by states and union territories. Initially, a decision in 2020, chaired by the Union Minister of Social Justice and Empowerment, recommended starting this process on April 1, 2021. However, due to elections in some states, the mandatory implementation was postponed to June 1, 2021. States are urged to expedite the transition to this online system.

The UDID project has been operational since 2016, and state and union territory officials have received training to use the UDID portal (https://www.swavlambancard.gov.in/). This transition to an online system ensures uniformity across the country, enabling digital issuance and verification of disability certificate for hearing impairments. This streamlined process minimizes delays in delivering social benefits to individuals with disabilities.

How to Obtain a Unique ID for Disability certificate for Hearing Impairment

Individuals can easily obtain a UDID card by visiting https://www.swavlambancard.gov.in/. The entire process is online, eliminating the need for in-person visits. The website facilitates the application for a disability certificate for hearing impairment by providing the necessary information. Additionally, the website offers services for card renewal or replacement in case of loss. Once created, the UDID card can be downloaded directly.

The UDID system aims to reduce corruption and ensure that support reaches the intended recipients. A unique digital number is assigned to each individual, which is valid nationwide.                                                                                                                                                                                                                                                                                                                           1.Pure tone average of learning in 500Hz,1000Hz,2000HZ and 4000HZ by conduction (AC and BC) should be taken as basis of consideration as per test recommendations.

2. When there is only as island of hearing present in one or two frequencies in better ear, it should be considered as total loss of hearing.

3. Wherever there is no response (NR) at any of the 4 frequencies (500, 1000, 2000 and 4000Hz), it should be considered as equivalent to 100 dB loss for the purpose of classification of disability and in     arriving at the average.

 

Note: Category – I, II (a) above in the statement are not eligible for any benefits as per Clause (I) Section 2 of PWD Act, 1995 and as per Guideline applicable in Andhra Pradesh in the spirit  of PWD Act, 1995
